Prior to the implementation of this scheme, Hai Phong has implemented the collection of charges for goods temporarily imported for re-export, in transit from December 2013 but have not collected charges for imports and exports.
The rates applied by Hai Phong for import and export are VND 250,000 / container 20 feet, VND 500,000 / container 40 feet and VND 20,000 / ton for loose and bulk goods.
According to calculations, if total cargo through Hai Phong seaport in 2017 – 2016 estimated at 80 million tons, in 2017, Hai Phong will collect a fee of about 1,500 billion, including fees From goods temporarily imported for re-export, transit and import-export goods.
Mr. Nguyen Van Thanh – Director of Hai Phong Department of Finance said that this is the new fee level as stipulated in the Law on Charges and Fees, to supplement the city budget to continue investment, maintenance and upgrading. Traffic infrastructure, public facilities behind the port, creating favorable conditions for enterprises to export and import goods in Hai Phong seaports.
